Dear Jay:

Subject: Position Paper Request - PEG

As you are probably aware Ed Turner has been under the gun as far as his position, responsibilities and activities as the city engineer for Idaho Falls. Ed has requested support, moral or otherwise, from ISPE for his position - specifically concerning his professional responsibilities as a professional engineer. Ed has reported he is being asked to "stamp" construction plans for the city on projects that he has not been in responsible charge or in control of.

Enclosed are several pieces of literature that Ed has forwarded to me for your review. It is my understanding that the engineer’s registration board will be reviewing Ed’s situation at their next board meeting in late June. The board has not prepared an opinion or discussion paper on "responsible charge".

A suggestion was made at the June 8th ISPE board meeting that PEG could author a position paper on the subject of responsible charge, particularly addressing the situation of city engineers. This letter is a request to prepare such.

Jay, I’m sure you are aware of the nation "trend" of some public works supervisory positions, historically held by PEs being turned over to non-PEs. This is most unfortunate and apparently has arrived in Idaho.
