CHAD STANGER’S COMMENTS AT APRIL 26, 1996 GRIEVANCE HEARING FOR ED TURNER PAGE 11 & 12 OF HEARING TESTIMONY.

"Public Works Director, Chad Stanger is questioned by City Attorney, Dale Storer"

And you mentioned also you had made a change in the managerial responsibilities. Can you describe what that change was perhaps best by comparing the before and after.

"Essentially what I did was relieve Mr. Turner of his administrative and supervisory responsibilities with respect to the Department and ah left him with the other, with the remaining duties that relate to the city engineer."

Can you tell us in a little more detail precisely what those duties are now as contrast to what they were in ? (one talked on top of the other)

Um prior to that change his job description read that he performed administrative duties associated with the department that was deleted. Um he worked under the broad ah policy guidance and direction of the Public Works director.

That was changed to say he worked under the Policy Guidance and direction of the engineering administrator; and he was instead of providing general guidance and direction to the Unit supervisors over signing, striping, design, surveying, and construction inspection, ah that was deleted.

Ah it was, instead of receiving the drawings and documents submitted by consulting engineers and work, he was, his job description was altered to read that reviewed those drawings and documents.

In mediating controversies between contractors and construction inspectors and determining appropriate action in making final decisions, the mediation determination and final decision was eliminated and instead it was, he was evaluating, making recommendations and assisting that process.

His responsibility to prepare budgetary recommendations and make final decisions within the department regarding personnel was deleted. And minimum qualification of two years of supervisory experience was deleted from his job description.
