I am hereby recommending that Mr. Turner's employment with the City be terminated or that as a minimum he be relieved of his responsibilities as City Engineer for the City .
Since May, Mr. Turner has refused to approve
site plan reviews for various building permits resulting in a backlog of approximately 36 site plans. He has likewise refused to approve the West Broadway enhancement project, .....................MEMORANDUM

Today, Steve Anderson recommended the termination of Ed Turner's employment or as a minimum that he be relieved of his duties as city engineer . I have considered this matter extensively and
I concur in Mr. Anderson's reasoning.
I am therefore recommending that Mr. Turner be relieved of his responsibilities as City Engineer and that he be reassigned to the position as a Design Engineer within the Engineering Department.

Dear Mr. Storer:
A matter of the utmost concern was reported to me at 4:20 p.m. yesterday! At 4:00 p.m., the Mayor's secretary called Mr. Turner to tell him that Mayor Milam needed to speak with him. Promptly, he reported to the Mayor's office at 4:15 p.m., only to be greeted by the Mayor and Chad Stanger, public works director. Without warning, comment, or explanation, Mr. Turner was told, in essentially the following words, that he was again being demoted ( without due process):
Mayor Milam: "You are no longer the City Engineer. Instead, you are a design engineer. This action will be confirmed by the executive session with the Council when all members are back in town."
Obviously, Mr. Turner was devastated to learn that once again, without cause, the City of Idaho Falls has acted arbitrarily and capriciously, in contravention of Mr. Turner's rights.
The very suspicion of a "constructive discharge" about which I wrote to you only yesterday is being realized.
