4.    A.     Yes there was.
5.    Q.     Has it been your experience that plans and specifications
6.    are prepared whenever the city patches asphalt?
7.    A.     No.  This was a maintenance project performed by our
8.    street department, and we do not prepare plans for that.
9.    Q.    Did you feel that patching of asphalt streets requires a
10.    engineer to directly supervise that type of work?
11    A. No I do not
